Here’s Who Can Apply and What You Need to Know
Canada’s popular Parents and Grandparents Program (PGP) is back for 2025—but only for a select group. Immigration, Refugees and Citizenship Canada (IRCC) has started sending out invitations to those who’ve been waiting since 2020. If you’re one of them, this could finally be your chance to bring your loved ones to Canada permanently.
What Is the Parents and Grandparents Program?
The PGP allows Canadian citizens and permanent residents to sponsor their parents or grandparents for permanent residence in Canada. Once approved, sponsored family members can live in Canada long-term and benefit from health care, social programs, and family reunification.
Who Can Apply in 2025?
Here’s the catch: not everyone is eligible this year.
- IRCC is sending out 17,860 Invitations to Apply (ITAs) starting July 28, 2025, continuing over the next two weeks.
- Only those who submitted an Interest to Sponsor form in 2020 (but were not selected in 2020–2024) are eligible this year.
- From these invitees, 10,000 complete applications will be accepted.
If you didn’t submit the form in 2020, unfortunately, you’re not eligible for this round.
How the Application Process Works
If you receive an invitation, you’ll need to complete two online applications before the deadline:
- Sponsorship Application (completed by you—the sponsor)
- Permanent Residence Application (completed by your parent or grandparent)
Deadline: Both applications must be submitted by October 9, 2025, at 11:59 p.m. ET through the IRCC Permanent Residence Portal.
If sponsoring more than one person, you must submit separate PR applications for each.

How Much Does It Cost?
Here’s the basic cost breakdown for sponsoring one parent or grandparent:

Additional fees apply if you include a spouse, partner, or dependent child. Don’t forget to budget for medical exams, police certificates, and biometrics as well.
What Happens After You Apply?
Once your applications are submitted:
- IRCC will send instructions for medical exams
- You’ll need to provide police certificates (less than 12 months old)
- Biometrics are required for applicants aged 14–79
- Always include a copy of your Invitation to Apply (ITA) in your submission
If any required documents are missing or late, IRCC could return your application.
