New Visa Rules in Kuwait 2025: Key Changes for Foreigners

While Kuwait has long been a reliable job-hunting destination for expatriates due to its stable job opportunities and tax-free salaries, the country has now announced significant changes to its visa and labor regulations.
This will have a direct impact on foreign workers working in the private sector and their families.

New Exit Permit Rules – Restrictions for Private Sector Employees

This rule, which came into effect from July 1, 2025, applies to private sector employees with Section 18 residency.

 

  • You must first obtain permission from your employer to leave Kuwait and go on vacation.
  • To obtain permission, you must submit an exit permit request online via the Sahel app or the Ashal Manpower Portal.
  • If your employer approves, the permit will be sent to you immediately.
  • If there is a delay or denial due to wrong reasons, you can file a complaint with the Human Resources General Commission.

 

The purpose of this rule is to:

  • Prevent illegal exits
  • Ensure workers fulfill their obligations
  • Ensure employment contracts are respected
  • Prevent visa fraud and abuse

Drastic changes to family visa rules

Foreigners who want to bring family members to live in Kuwait must now meet new conditions:

  • Monthly salary must be at least 800 Kuwaiti Dinars.
  • A university degree is not required as before, but your job title must match your actual profession.
  • If the salary goes below 800 KWD, the problem must be resolved within 1 month, otherwise the family members will have to return to the country.
  • Children under 5 years of age or those born in Kuwait may receive some benefits, but this is not common.

  1. Employer approval is mandatory before travel.
  2. Salary must be 800 KWD – Family sponsorship required.
  3. All visa and permit applications must be submitted through official apps (Sahel / Ashal).
