New Work Permit System in Saudi Arabia: A Major Change for Foreign Workers!
The Ministry of Human Resources and Social Development (HRSD) in Saudi Arabia has introduced a new system for issuing work permits to foreign workers. This initiative is considered a major step towards streamlining the country’s labor market, enhancing local talent, and achieving the goals of Saudi Vision 2030.
What is the New Classification System?
Under this new system, foreign workers will be classified into three key skill levels:
- High-Skilled
- Skilled
- Basic
When Did This Come Into Effect?
- June 18, 2025: Classification of existing foreign workers began.
- July 6, 2025: The new system was fully implemented for all current foreign workers in Saudi Arabia.
- August 3, 2025: New foreign workers arriving in Saudi Arabia will be required to follow the new regulations.
How Are Workers Classified?
Foreign workers will be evaluated and classified based on the following factors:
- Educational qualifications
- Work experience
- Professional certifications
- Salary level
- Age
